Let’s Talk about Iran

Economic sanctions have been known to work in the past. We punished the South African apartheid government with sanctions, and that helped bring about change. Burma had suffered under sanctions for years until it decided to re-join the world community a few years ago. We sold Pepsi-Cola to the Soviet Union, and communism fell in 1991. Sanctions haven’t ousted Cuba’s or North Korea’s regime, nor did they prevent North Korea from obtaining nuclear weapons.

We’ve been engaged in a cold war with Iran since the 1979 Islamist coup that overthrew the Shah, and the subsequent hostage crisis. Even Ronald Reagan didn’t go to war against Iran, choosing instead to fund and supply Saddam Hussein in the Iran-Iraq war, and ultimately to illegally sell arms to Iran and use the proceeds to fund the Nicaraguan Contra rebels. Yet after all that, Iran is still a theocracy led by mullahs, and Sandinista Daniel Ortega is back in power in Nicaragua.

Sanctions have had a negative effect on Iran, and they have not been one-sided since the US teamed with China, Russia, Germany, the UK, and France to engage Iran in negotiations over its nuclear ambitions. It was the sanctions that brought Iran to the bargaining table. After months of negotiations, there is a treaty that will gradually lift sanctions in exchange for Iran agreeing to shut down – or at least delay – its pursuit of a nuclear weapon. This is no small thing – our refusal to engage Iran only emboldened it to grow its nuclear program by leaps and bounds over the last decade and a half.

This Fox News “analysis” finds that 70% of Iran’s nuclear enrichment capability came about while Obama has been President. But it isn’t about us – it’s been growing steadily from zero in 2000. Calling Iran part of the “axis of evil” and imposing sanctions barely put a dent in their plans. Confronted with this reality, we have two choices: war or diplomacy. The US and its negotiating partners chose the latter. War, as we’ve seen – not learned – in Vietnam, Iraq and Afghanistan, can be as ineffective as it is blood-soaked.

The Iranian government is no friend of the United States. Neither, for that matter, are China or Russia. But Germany, France, and the UK are, and two of those allies are run by conservative governments. The proposed Iran deal doesn’t contain everything the United States wanted, but Iran walks away having made concessions, too. That’s the nature of diplomacy and negotiation – everyone gives up something, everyone walks away somewhat disappointed.

But now we have the spectacle of the American right taking up common cause with Iranian extremists, united in the notion that this deal is a colossal disaster. The new, ultra-right Israeli government is opposed because it says the deal doesn’t go far enough, yet the only alternatives are status quo or war. Israel is under constant threat from Iran, and is surrounded by enemies, some of whom are funded by Iran. Others have complained that the Iran deal doesn’t free American prisoners or other tangential concessions. This is true, but what recent history has shown us is that bringing a malefactor in from the cold can have a moderating effect on its behavior.

For as long as the US has maintained an economic embargo against Cuba, that island’s Communists have been able to use that as an excuse for its own failures, and as a rallying cry to perpetuate that aging revolution. Now that relations with Cuba are slowly being normalized, Cuba becomes less isolated, less able to cast blame on discontinued scapegoats. Change might be hastened through engagement. The Iranian people showed the world a few years ago that they are eager for freedom and democracy. The simple fact is that Iran has the potential to be a stabilizing force in the Middle East. Obviously, we have a very long way to go before that might happen, but we’re already informally aligned with Tehran in the fight against ISIS, especially in Iraq, which has effectively become an Iranian client state. The enemy, after all, of my enemy is my friend.

The neoconservatives’ thesis was that overthrowing Saddam Hussein would help to stabilize the Middle East and improve Israeli security. We got the exact opposite result. The Arab Spring’s other short-term successes have also generally turned into catastrophic failures, with few exceptions. The problem is that these countries – these peoples – have never known what it is to be a free democracy. All of them have been colonized and oppressed, manipulated and beaten into submission. What military might and the secret police couldn’t accomplish, religious extremism filled the gaps. During the cold war, we’d align ourselves with whomever opposed the communists, including religious fanatics. Engagement with Iran and verification of compliance with this treaty can lead to serious, perhaps productive discussions about not only American prisoners in Iran, but also Iran’s behavior as a regional power. Iran, after all, isn’t Iraq. It’s far more advanced, much more diverse, has an exceedingly different history.

I harbor no illusions that this deal with Iran is going to further moderate that country’s regime, nor that its hostility towards Israel will diminish, or that it will become some overnight good international actor. Not that these things are impossible – just unlikely. I also don’t trust the Iranian regime any more than I trust Putin’s Russia or the PR China. However, we have diplomatic relations and engage in negotiations with myriad governments and states whom we don’t especially like or trust. We have an opportunity here to at least partially set aside two generations’ worth of existential hostility and take a small step towards building a more stable Middle East – one less threatened by a putative nuclear Iran tomorrow than yesterday. It bears mentioning that, even with this deal, the US will maintain its own trade embargo and sanctions until Iran stops exporting and funding terrorism.

An economically crippled Iran is a threatened Iran, and what better way for it to perpetuate its own aging revolution than to export war and misery in the name of Allah? The notion that tightening sanctions would force the Iranians to give more ground is ludicrous; the suggestion that we back it up with a threat of force – no matter how vague or specific – is even worse. After all of these negotiations with the permanent members of the Security Council, plus Germany, in what way does it advance American interests to jettison this deal? It would effectively mean that the United States does not negotiate in good faith and cannot be trusted – exactly the thing we accuse the Iranians of doing and being. If the UK’s Conservative PM David Cameron is on board with this deal, what possible reason would there be for an American conservative to be opposed? Seriously, if Angela Merkel – who just brought Greece to its financial knees – if on board, how is this some sort of appeasement? The Economist explains,

… the problem faced by those who would like to see the deal collapse is that they have yet to offer any attractive alternatives. Ordinary Iranians are desperate to get back to having a normal economy, while American voters have little appetite for going to war with Iran to prevent it getting a nuclear weapon. According to a Washington Post-ABC News poll conducted just before the agreement on April 2nd was announced, Americans support the notion of striking a deal with Iran that restricts the nation’s nuclear program in exchange for loosening sanctions, by a nearly two to one margin.

And this, from the Atlantic,

In 1943, Walter Lippmann wrote that “foreign policy consists in bringing into balance, with a comfortable surplus of power in reserve, the nation’s commitments and the nation’s power.” If your commitments exceed your power, he wrote, your foreign policy is “insolvent.” That aptly describes the situation Obama inherited from Bush.

Obama has certainly made mistakes in the Middle East. But behind his drive for an Iranian nuclear deal is the effort to make American foreign policy “solvent” again by bringing America’s ends into alignment with its means. That means recognizing that the United States cannot bludgeon Iran into total submission, either economically or militarily. The U.S. tried that in Iraq.

The risk of an Iran re-introduced into the world economy is that it will use that to wreak more havoc throughout the region. On the other hand, there is a possibility that it will moderate its rhetoric and actions, finding that it’s easier to govern when your people and their economy isn’t weighted down by sanctions. No one says Iran will become a responsible international actor overnight, or for that matter, ever. But without a deal, Iran will have a nuclear weapon practically on-demand. With a deal, that will not be the case. An Iran without nuclear weapons is preferable to the alternative.

In recent months, I’ve taken to quietly deleting comments that I find to be ad hominem, off-topic, and belligerent. If you can’t be bothered to argue an opinion or position, then it’s gone. Repeat or exceptionally egregious offenders are sometimes blacklisted from the site altogether. In any event, it’s wholly within my – ahem – executive discretion what stays and what goes. 

Recent posts about Hobby Lobby (here and here) and the “12th Man” trademark (here) have generated some lively and unusually on-topic discussions, and I’ve only gone back and deleted one or two comments. 

But sometimes, a comment is so thought-provoking – or stupid – that it merits a post of its own. I used to do this quite frequently, but as blogging as a medium has been replaced with newer, terser platforms, it’s been rare lately.

But today, we’ll play “snappy answers to stupid questions”, with apologies to Mad Magazine’s Al Jaffee

Tony, aka “wnyresident” is the showrunner of the longstanding cult comedy hit, “SpeakupWNY”. It’s a ragtag collection of Obama haters and other low-information voters who parrot a distinctly right wing weltanschauung. Think Breitbart without the spelling and grammar, or Ann Coulter without the wit. 

Now, it’s not a secret that I’m a partisan Democrat, and a proud one at that. I’m a registered Democrat and town committeeman because I believe that the platform and values of the Democratic Party match my own, as compared with the other major political party – the Republican Party.  I finally made the switch from the GOP to the Democrats in order to help Wesley Clark run for President in 2003-2004, but I had felt that the party had abandoned voters like me in 2000. That year, I volunteered and phone banked for John McCain as he battled George W. Bush for the Republican nomination.

McCain energized me on two occasions – the first was at a Republican candidates’ debate somewhere in the midwest in late 1999. The candidates were asked to name their most influential political philosopher. George W. Bush replied first with an astonishingly unresponsive, “Jesus Christ, because he changed my heart,” whatever that means. Jesus might be a lot of things, but I don’t think he was a political philosopher. (Not that I would necessarily quibble with a candidate who was arguing that, say, Jesus was the most influential figure in his life in general – that would be a valid response. But political philosopher?)

Then one by one, every other candidate parroted – oh yeah, Jesus for me, too. Except for one. 

John McCain said, “Teddy Roosevelt” and explained how this earlier “maverick” had been a Republican who broke up the trusts and believed in conservation. It was a valid response to tendered question, and one that was well-reasoned and insightful. I was impressed, mostly because here was a Republican presidential candidate who was unafraid to not do the easy thing and just say, “Jesus”. 

It showed that McCain was willing to stick his neck out, but more importantly that he had taken the time and brainpower to actually listen to the question – a sign of intelligence and respect. 

The second time? I traveled up to Peterborough, New Hampshire and caught the tail end of a town hall speech he gave.  He was saying all the right things – all the things that a young, sane, Northeastern Republican wanted to hear. 

As we know, John McCain went on to verbally assail the right-wing theocrats Pat Robertson and Jerry Falwell shortly before dropping out of the race.  It was a last gasp to attract the sane, secular, Bill Weld Republicans to his team. It failed, and McCain later went on to run a shambolic campaign in 2008 with an unvetted embarrassment of a running mate, whose moronic pronouncements poison our political discourse to this day. In the last 14 years, the GOP has become only more reactionary, theocratic, and unreasonable. 

So, as the Republicans continued to lurch right – especially after the country elected, and re-elected, Barack Obama – its values and platform has gone farther and farther away from my own personal and political values and beliefs. 

I default to Democrat, just like Tony from Speakup, WBEN listeners, and many of you default to Republican. There are exceptions, and I have backed Republicans whom I believe to be exceptional in some way, or somehow better than the Democratic alternative. 

In the case of my own New York State Senate District 61, I am represented by Mike Ranzenhofer.  Mike’s a nice guy, but I think he’s been wholly ineffective in his two decades in public service. So much so that I ran against him unsuccessfully in 2007. He’s now just another Republican footsoldier in the feckless state Senate, and it would be good for SD-61 and New York for his tenure in public office to end. You can’t name anything Ranzenhofer has ever stood for in 20 years, except maybe for his push to make Chobani yogurt the state snack

One big statewide issue is the implementation of the Common Core education standards, and the extent to which kids are overtested in New York schools. I don’t feel particularly strongly about the Common Core because I think that tougher standards are needed to get kids learning at a 21st century level.  I agree, however, that the tests have been poorly implemented and administered, and that teacher autonomy should be respected.  We can strike a good balance here if we retreat from our bunkers and listen to each other, as McCain did at that 1999 debate. 

Elaine Altman is running against Ranz, and she’s a teacher. The Common Core is one of her biggest platform planks because she is uniquely qualified to address it and come up with ways to make it better. Admittedly, the race hasn’t begun in earnest, and we still have about three months to find out more about Altman and her positions. Nevertheless, as a Democrat, I default to Altman over her Republican opponent. As someone who thinks that Ranz has been an ineffective seat-moistener as a legislator, I choose Altman. As a Democratic committeeman in SD-61, I choose Altman over the career politician who’s done little to earn his fat state pension. 

So, regard

That’s a fascinating insight, isn’t it? Sure, Altman would probably be a great teacher – is a great teacher – but she’s now taking her experience as a citizen and a teacher and looking to take that to an insular, corrupt Albany that has no clue how the world works outside of its own decrepit bubble.

For as much bleating as the right makes about “career politicians”, put a professional teacher up against a career politician, and they beat a partisan retreat. By Tony’s own logic, professional gun fetishist David DiPietro would “really make a better dry cleaner” than Assemblyman. 

But this one popped up just the other day – a solid two weeks after the original post went up. 

There are no “open borders”, and anyone who suggests that is being willfully ignorant. There aren’t any candidates who want “open borders”, either – at least, not from the mainstream parties. The United States has, in effect, an army of agents along the southern border and anyone who’s actually tried to cross it knows that the process makes crossing into Canada from WNY seem as easy as a drive into Pennsylvania. 

But even more critically, immigration, the border, customs, and international affairs are wholly within the province of the federal government. The states have little, if any, power or control over policymaking or enforcement of federal immigration statutes and regulations. 

To ask what a candidate for the New York State Senate thinks about “illegal immigration” is as pointless as asking Ms. Altman her position on Burmese ethnic strife or Taiwanese independence. It would be like asking a member of the Amherst Town Board their considered opinion on fishing rights in the Georges Bank

Now, as to my “view” on “illegal immigration”, I believe that the federal government should overhaul the entire immigration system to simplify the process for people wanting to live here, and to enable businesses here in the US that depend on migrant labor to hire the people they need under a modernized guest worker scheme.  

But the current headlines are due in large part to right wing propaganda and misinformation.

I don’t know what Ms. Altman’s position is on “illegal immigration”, nor is it in any way relevant to the duties and responsibilities of a New York State Senator. 

Beyond the Border

On Wednesday, the United States and Canada signed an agreement that Congressman Brian Higgins’ office describes as, historic…declaring a shared responsibility for enhanced security and efficient access for the legitimate movement of people, goods, and services between the northern border.”

I could go on a tangent about how post-9/11 border security stymies our ability to properly create a Tor-Buff-Chester megaregion / regional economy, but harmonization of customs regulations and easing the flow of commercial and tourist traffic between the US and Canada is a good start.  If we had true high-speed rail in North America, it would be completely possible for someone to live in Buffalo and commute to Rochester or Toronto. And vice-versa.

Under this “Beyond the Border” agreement, we’ll see expansion of NEXUS lanes for trusted travelers (a $50 perk that gives you a dedicated bridge in Niagara Falls and speedy inspection), Customs pre-screens at point of departure, rather than at border crossings, and what amounts to somewhat of a re-think as to how we handle cross-border cargo traffic.

Some Canadians are upset because the agreement will require the CBSA to share information about suspected terrorists with the TSA, and participate in the no-fly list we keep.  Canadian screening of visitors from visa waiver countries will be more closely aligned with that of the US.

Easing the flow of traffic at the border crossings themselves may obviate the need for Peace Bridge expansion and other changes that have been debated to death in our community. It’s too early to tell whether this new agreement might lead to a renewed interest or second look at shared border management, but the Canadian border hasn’t exactly been an Administration priority in the last few years, so it’s heartening to see something change, however small.

Ultimately, though, it would make sense for Canadian and American immigration and Customs schemes to be harmonized and unified, so that entry to one is entry to both, creating a North American Schengen zone.
